Man living in Brooklyn arrested for sending tens of thousands overseas to support ISIS

Mansuri Manuchekhri, 33, traveled to the U.S. from Tajikistan in June 2016 on a non-immigrant tourist visa and remained in the country after it expired in December of that year, prosecutors said. He failed to obtain legal status despite paying an American citizen to enter into a sham marriage with him.

According to the complaint, from December 2021 to April 2023 Manuchekhri facilitated about $70,000 in payments to ISIS-affiliated individuals in Turkey and Syria. The recipients of the funds included an individual who was later arrested by Turkish authorities for his alleged involvement in a January 2024 terrorist attack on an Istanbul church, prosecutors said.

Manuchekhri expressed his support for ISIS by praising past attacks in the U.S. and jihadi propaganda videos promoting violence and martyrdom.

He possessed weapons and frequently trained, the complaint alleges, despite being prohibited from doing so as an undocumented immigrant. In February 2022 prosecutors said that Manuchekhri sent a video of himself firing an assault rifle in New Jersey to an ISIS-affiliated individual in Turkey with the message “Thank God, I am ready, brother.”

A close relative concerned the Manuchekhri might commit acts of violence called the New York State Terrorism Tips Hotline, which led to his arrest.

“As alleged, the defendant, who was in the United States illegally, not only facilitated tens of thousands of dollars in contributions to ISIS extremists overseas, but trained with assault rifles at shooting ranges in the United States and declared his readiness to ISIS,” Durham said. “Protecting the homeland and prosecuting evildoers who assist terrorist organizations by funding their violent and hateful agenda, here and abroad, will always be a priority of this Office.”

Manuchekhri was ordered held pending trial at his arraignment in federal court in Brooklyn on Wednesday. If convicted of the charges against him, he faces a maximum sentence of 45 years in prison.
